I have tons of old used vinyl and i d say one in ten is off centered.

I can tell you that vintage vinyl from the 60s and 70s is rarely off center ime. Sounds like crap on side 2. That album has been reissued and repressed a lot. It could even be something such as the paper label extending over the spindle hole on the record that is preventing the record from rotating concentrically.
